Hello all writers--I suggested to Tom Kirk that I send to DOE
(to Gulshan Rai and Brad Tippens) the outline and draft exec
summary to ask their advice about coverage, and to also ask
about a hard deadline at DOE.  Tom agreed, but he wants to
edit the draft summary some before I do that.  My guess is that
this won't happen until later this week.

Therefore, I request that you work on producing the first draft
if you can.  If some of you can't, then fine also, and we will play
catch up with whatever pieces are missing if it turns out
that there is a hard deadline.  Please email me if you are
unable to work on a draft this week.

The edits that Tom will make to the draft summary are mainly to emphasize
that
we are presenting a "technically driven" plan.  He was happy with
the presentation (he asks that it be shortened by removing much
of the introduction, which I expected).
